10928: Resource limit for the database has been reached (Azure SQL)

SQL Server

What does it mean?

In Azure SQL Database the database reached a resource limit (such as concurrent requests/workers or sessions) and the new request was rejected. It indicates that the ceiling of the selected service tier (DTU or vCore) has been hit.

Why does it happen?

Exceeding the maximum concurrent requests (workers) or sessions allowed by the selected tier; a sudden load spike; inefficient/long-running queries consuming worker threads; or an oversized connection pool.

How to fix it

Reduce concurrency: optimize queries to shorten their duration, close unnecessary open transactions, keep the connection pool size reasonable. For sustained load, scale up the service tier (higher DTU/vCore). Monitor resource usage with sys.dm_db_resource_stats. For retryable errors, implement retry with exponential backoff in the application.
